REAPPORTIONMENT. CONGRESSIONAL DISTRICTS. REFERENDUM STATUTE. A "yes" vote approves, a "no" vote rejects, a statute (Chapter 535) enacted by 1981 Legislature revising the boundaries of the 43 congressional districts and adding 2 new congressional districts. Summary of Legislative Analyst's estimate of net state and local government fiscal impact: Approval would not affect state or local costs. Rejection, which would require establishment of new congressional districts in 1983; would result in state costs of $250,000 and county costs of $350,000.
