LEGISLATIVE CONSTITUTIONAL AMENDMENT. Amends Article XX, section 23, of State Constitution to make president pro tempore of Senate an ex officio member, having equal rights and duties with nonlegislative members, of any state agency created by Legislature in field of public higher education which is charged with management, administration and control of State College System of California. Financial impact: Minor, if any, state costs.
