CLEAN ENVIRONMENT ACT
Proposition Summary
Initiative. Specifies permissible composition and quality of gasoline and other fuel for internal combustion engines. Authorizes shutting down of businesses and factories violating air pollution standards. Imposes restrictions on leasing and extraction of oil and gas from tidelands or submerged lands, or onshore areas within one mile of mean high tide line. Prohibits construction of atomic powered electric generating plants for five years. Establishes restrictions on manufacture, sale, and use of pesticides. Prohibits enforcement officials from haying conflicting interests. Provides for relief by injunction and mandate to prevent violations. Imposes penal sanctions and civil penalties.
