Proposition Summary
Assembly Constitutional Amendment No. 12. Requires all bond issues be submitted to people as a bond act or statute rather than constitutional amendment. Repeals several constitutional provisions on prior bond issues but continues them as statutes. Provides laws creating state indebtedness or bond issue shall be approved by two-thirds of each house of the Legislature before being submitted to the people.
