Proposition Summary
Senate Constitutional Amendment 21 amending Section 22, Article IV, of Constitution. Inserts proviso empowering Legislature to grant aid to needy blind persons, not inmates of any institution supported wholly or partly by the State or by any political subdivision thereof; and declares that any county or municipality providing for the support of such needy blind person; shall, be entitled to receive the same pro rata appropriations as may be granted to such institutions under church or other control.
