Description
MARRIAGE FAMILY CHILD COUNSELORS. LICENSED CLINICAL SOCIAL WORKERS. SUBSTANCE ABUSE TESTING. INITIATIVE STATUTE. Mandates biannual substance abuse testing of licensed Marriage, Family, Child Counselors and Clinical Social Workers. Provides criteria for disciplining licensees found to be substance abusers and provides guidelines for increasingly severe penalties for substance abuse. Requires Board of Behavioral Sciences to provide means for receiving written and toll-free telephone complaints concerning licensees who are providing treatment while under the influence of drugs or alcohol. Allows licensing board to publish names of practitioners with two or more positive tests. Program to be financed through license fees. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: This measure would result in state regulatory costs of probably less than $10 million annually. These costs would be paid through higher licensing fees for marriage, family, and child counselors and licensed clinical social workers.
