Description
EDUCATION. PROHIBITION AGAINST COMPULSORY EDUCATION. INITIATIVE CONSTITUTIONAL AMENDMENT. Provides that education shall be voluntary for each person and that no person is subject to compulsory education. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: Potential state savings of hundreds of millions of dollars per year due to a reduction in public school attendance which could be offset in part by reduced tax revenues (from lower future earnings) and increased public sector costs (such as increased welfare dependency).
