Description
PUBLIC COLLEGES AND UNIVERSITIES. STUDENT ENROLLMENT FEES. INITIATIVE CONSTITUTIONAL AMENDMENT AND STATUTE. Prohibits increases in student enrollment fees for the University of California, California State University, and California Community Colleges from July 1, 1997 until June 30, 2000. Provides that any fee increases thereafter, until June 30, 2005, shall not exceed percentage change in California per capita personal income from preceding calendar year, unless state's General Fund did not increase by at least 2.5% over the previous fiscal year. Fee limitations do not apply to nonresident students. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: Unknown annual state costs and/or program and enrollment reductions at public colleges and universities -- potentially in excess of $100 million annually by 2004-2005 -- due to a reduction in the share of public higher education funding provided by student fees.
