Description
STATE CIVIL SERVICE. Initiative Constitutional Amendment. Prohibits permanent appointments and promotion in state civil service except on merit, efficiency and fitness, ascertained by competitive examination. Provides for State Personnel Board, ultimately appointed by Governor with Senate's consent, to administer state civil service laws. Enumerates classes of officers and employees included in such service. Prohibits temporary appointments unless eligible list unavailable, or for longer than six months, limiting such appointee to six months total service in calendar year. Until changed by Board continues regulations, classes and grades heretofore adopted, and all persons, except temporary appointees, in classes or grades heretofore acquired.
