Description
DECLARATION OF DESIRE TO AMEND UNITED STATES CONSTITUTION AND RESTRUCTURE FEDERAL GOVERNMENT. INITIATIVE STATUTE. Calls for formation of new, narrowly restricted federal government. Prohibits State from engaging in federal constitutional conventions. Ratifies proposed Eleventh Amendment to federal Constitution which, if ratified by sufficient additional states, would dissolve existing federal government and institute a new "Federal Agency," repeal existing federal constitutional amendments except Bill of Rights, redefine citizenship, eliminate judicial precedent, ban federal ownership or taxation of property, phase out federally enacted entitlements, prohibit federal borrowing or indebtedness, establish new federal monetary system, and permit amendment of federal Constitution by initiative. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: Measure has no direct determinable fiscal effect but could have major fiscal implications if the proposal contemplated by the measure were to become effective.
