Description

PROPOSITIONS. YEAR ROUND TELEPHONE VOTING. PROXY VOTING. INITIATIVE CONSTITUTIONAL AMENDMENT. Establishes continuous 24-hour-a-day, 365-day-a-year telephone voting system for "propositions" submitted to the people. Requires each voter to be assigned personal multiple digit voter access code. Requires "propositions," whether proposed by elected or appointed public officials or boards of such officials or by petitions of one percent of the voters registered in the jurisdiction affected, to be presented in entirety to the voters in the appropriate jurisdiction. Provides for 60-day voting period on each proposition. Permits voter to give proxy to another person on propositions. Nullifies conflicting provisions of California law. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: Would result in additional costs to state and local governments, including one-time costs to establish computer voting system, and ongoing costs to conduct continuous elections. Would also likely lead to substantial increase in number of measures placed before the voters. Magnitude of additional costs is unknown, but would probably be hundreds of millions of dollars.
