Description
INCUMBENT CONGRESSIONAL REELECTIONS. FEDERAL BUDGET DEFICIT. INITIATIVE STATUTE. Prohibits California's incumbent U.S. Senators and Representatives from seeking reelection if they vote in favor of a budget passed after enactment of this measure that would not reduce the prior year's deficit by at least 20%, through the year 2001. Beginning in the year 2002, reelection would be prohibited if the officeholder votes in favor of a budget which contains any deficit and where less than .5% of the budget is allocated to the reduction of outstanding federal debt. Provisions would be suspended in the event of a formal declaration of war. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: This measure would probably have no direct fiscal impact on state or local governments.
