Description
CAMPAIGN CONTRIBUTION LIMITS. INITIATIVE STATUTE. Prohibits contributions for elective office from donors other than electors residing within the jurisdiction of the elective office. Prohibits persons from contributing amounts totaling more than $1,000 to any candidate, controlled committee, or committee supporting or opposing a candidate in an election for state Senate or Assembly. Prohibits candidates and committees from accepting contributions which violate such $1000 limit. Provides for liberal construction of measure and severability clause. States that Government Code sections 85301, 85302, and 85303 are repealed. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: This measure would result in increased state costs of approximately $1 million annually for implementation and enforcement of the measure. The costs would result from the development of new regulations, reporting forms and changes to educational programs for candidates, campaign committees and lobbyists, as well as costs for investigation and prosecution of alleged violations.
