Subject to provisions of the Budget Act, appropriates revenues for specified state and local senior citizen services, Gaming Commission expenses. The measure would result in unknown impact on lottery and horse racing revenues; even a minor substitution of sports wagers for lottery and horse racing wagers would lead to revenue losses in the millions of dollars. Appropriates $5 million from the General Fund in 1992-93 as a temporary line of credit for the start-up costs of the newly created California State Gaming Commission.
