Description
MARIJUANA. INITIATIVE STATUTE. Repeals all laws prohibiting the use, cultivation, transportation, or possession of marijuana (cannabis) in any form. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: No net change in state and local costs would arise as a result of this measure since state and local law enforcement activities would be redirected from marijuana to other offenses. There would be unknown savings to state and local governments to the extent violators of federal marijuana laws would be housed in federal facilities, rather than state and local facilities. Further, there would be an unknown reduction in state and local revenues due to the elimination of fines.
