Description

VETERANS' WELFARE BOND ACT. Initiative measure adding Section 4 to Article XVI of Constitution. Declares that the California Veterans' Welfare Bond Act of 1921 authorizing the issuance and sale of state bonds to carry on operations of Veterans' Welfare Board in aiding California veterans to secure farms and homes, enacted by the Legislature in 1921 and signed by Governor, is approved, validated and made effective without publication by Secretary of State or further submission to the people; declares provistions of section self-executing and legislative action in furtherance thereof unnecessary, but not prohibited.
