Description
PROHIBITION OF PUBLIC FUNDING FOR TERMINATION OF LIFE AFTER FERTILIZATION. INITIATIVE CONSTITUTIONAL AMENDMENT. Adds a provision to the California Constitution providing "No public money shall be spent directly or indirectly for the killing of innocent human individuals from fertilization until natural death." Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: Assuming that social characteristics do not change, the net effect of this measure would be to increase state and local government costs. The increase would be a minimum of $3 million annually, once the effect of the measure is fully realized. In subsequent years, net costs would increase substantially as a result of caseload increases under welfare programs and programs for disabled children.
