Description
CONSTITUTIONAL CONVENTION. INITIATIVE STATUTE. Mandates that the California Legislature adopt a specified resolution making application to the United States Congress, pursuant to United States Constitution Article V, to call a convention for the sole purpose of proposing an amendment to the United States Constitution to require a balanced federal budget, with certain exceptions. Provides for suspension of the payment of compensation, benefits, and expenses of legislators if this resolution is not adopted as specified, Provides that the people of California adopt the specified resolution and requires transmittal of the resolution to Congress if the Legislature fails to adopt the resolution. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: Adoption of this measure, by itself, would not have any direct net fiscal impact on state or local governments.
