Description

LIFE. INITIATIVE CONSTITUTIONAL AMENDMENT. Adds provisions to Article I and Article III stating that the paramount right to life is vested in each human being from the moment of fertilization without regard to age, health, or condition of dependency. Fiscal impact on state or local governments: The net fiscal impact that adoption of this proposed initiative would have on state and local governments cannot be identified at this time. It could reduce Medi-Cal abortion costs. It could increase welfare and health care costs. The amounts of these cannot be reliably projected.
