Description
MARIJUANA. INITIATIVE STATUTE. Provides that adults shall not be punished criminally, denied any right, or subjected to any license requirement, by reason of their possession, transportation, or cultivation of marijuana for personal use. Establishes state commission for one year to study potential agricultural, health, economic, and tax benefits of regulated to free market marijuana for adults and to explore and analyze other matters. Provides measure does not affect legislation prohibiting persons under the influence of marijuana from driving or engaging in conduct endangering others. Amends statutes regarding retention and destruction of arrest and conviction records and the definition of marijuana. Fiscal impact on state and local governments: Enactment of this measure would have an undetermined fiscal impact on state and local governments.
