Description
STATE LOTTERY. INITIATIVE CONSTITUTIONAL AMENDMENT. Provides for organization and administration by the State of a continuing state lottery. Net proceeds are to be used for cancer research, prevention, and treatment, and for medical research on other diseases. Medical programs to be funded are selected by a commission appointed as specified. Lottery is to be operated by a director appointed by Governor. Fortyfive percent of lottery sale revenues are to be used for prizes, remainder to be used for expenses and medical programs. Initially, $4,000,000 is appropriated from State General Fund, to be repaid before allocations are made to medical programs. Fiscal impact on state and local governments: Initially $4,000,000 would be appropriated from the State General Fund. An indeterminable amount of lottery revenues would be generated. The amount of this revenue cannot be estimated.
