Description
MARIJUANA. INITIATIVE STATUTE. Designates marijuana as an intoxicant, rather than a controlled substance, and directs the Legislature to regulate marijuana as such. Repeals state laws imposing criminal penalties for possession, cultivation, processing, transportation, importation, sale, or furnishing of marijuana. Recognizes right of adults to reasonable home cultivation of marijuana for noncommercial use, provided that cultivation may not be in a manner offensive to neighbors or readily accessible to unrelated minors. Financial impact: Adoption of initiative would have an undetermined fiscal impact on state and local governments.
