STATE EMPLOYEE SALARIES. INITIATIVE CONSTITUTIONAL AMENDMENT. Requires State Personnel Board, University of California Regents, and State University and College Trustees semiannually to determine prevailing rates in private and public employment for services comparable to those performed by state employees, and recommend to Governor adjustments to state employee salaries and benefits necessary to equal prevailing rates. The recommendations must be included in Governor's budget, cannot be reduced or eliminated except by two-thirds vote of Legislature, and are not subject to Governor's veto. Provides for written agreements and arbitration between state and employees on other employer-employee relation matters. Statement of additional financing from state sources: Adoption of this initiative could require a significant increase in state cost in years that a salary increase recommendation would not be adopted otherwise. For example, if this amendment had been in effect during the preparation of the 1972-73 fiscal year budget, the estimated cost increase to the state would be in the approximate amount of One hundred twenty seven million three thousand dollars ($127,003,000).
