Description

Eliminates existing restrictions on preregistering to vote, registering to vote, and voting by persons while they are in prison or on parole for the conviction of a felony. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local government: State prison costs of up to $1 million annually to register and provide ballots to prisoners. County election costs of a few hundred thousand dollars annually to register and provide ballots to prisoners and parolees.
