Description
Prohibits any legislator from voting on, or introducing as a lead author, "nongeneral" legislation that financially impacts those who have given the legislator a contribution or gift within the past 12 months. Applies to legislation that is reasonably forseeable to have a direct and significant impact on one or more identifiable person or piece of property, but not on a significant segment of the general public. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local government: Minor increased state government costs associated with monitoring and enforcement of gifts, contributions, and actions by state legislators.
