Description
Forbids the State or any political subdivision from enacting a law that would mandate the implantation of any type of information, device containing information, or ink, under the skin of a human or animal, for any purpose. Provides that refusing to accept such a device may not be grounds for denial of employment, education, insurance, health care or licensing. Establishes that no public or private entity may enforce any law that is inconsistent with this measure. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local government: Potentially higher local government costs than would otherwise be incurred for animal shelter operations that would probably not be significant on a statewide basis.
