Description
MARRIAGE. CALL FOR NATIONAL CONSTITUTIONAL CONVENTION. INITIATIVE CONSTITUTIONAL AMENDMENT. Amends California Constitution to require that until Congress proposes an amendment to United States Constitution that either: (a) defines marriage as between a man and a woman; or (b) ensures each State's right to define marriage, the California Legislature shall, before passing any new legislation, call for a United States Constitutional Convention. Requires the Legislature to facilitate California's participation in the Constitutional Convention. Provides that legislative mandate continues until the described Constitutional amendment is adopted. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: This measure would have potentially minor one-time state costs.
