Description
LEGALIZED CASINO-TYPE GAMBLING. CITIES OF BARSTOW AND OAKLAND PILOT PROGRAM. INITIATIVE CONSTITUTIONAL AMENDMENT. Legalizes casino-type gambling, including sports wagering, roulette, slot machines, banking and percentage games played with cards or dice for 28 years in cities of Barstow and Oakland on experimental basis. Limited to 12 gambling facilities in each city. Creates state commission appointed by the Governor to supervise gambling operations, operators. Creates two local commissions, one appointed by each city council, to investigate applicants for gambling licenses and establish licensing and tax fees. Requires each gambling facility to have license and permit to conduct gambling activities. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: Measure would result in increased revenues to the state and particular local governments from gambling-related activities, potentially in the tens of millions of dollars annually.
