Description
PROHIBITING TIDE LAND SURFACE OIL DRILLING. AUTHORIZING SLANT DRILLING FROM UPLANDS. Initiative. Prohibits drilling from surface of tide, submerged and overflowed lands not heretofore leased or allocated. Authorizes Director of Finance on behalf of State to execute thirty-year subsurface leases upon fourteen and two--sevenths per cent royalty to State for extracting oil, gas or other hydrocarbons from beneath tide, submerged and overflowed lands by wells slanted from uplands, prohibiting pollution of tide, ocean, bay or inlet waters. Directs one-half State revenue from such leases be used to acquire, improve and maintain beaches and parks. Repeals conflicting legislation.
