Description
BEGINNING OF LIFE. DEFINITION. INITIATIVE STATUTE. Eliminates portion of the California Civil Code providing that a child conceived, but not yet born, is deemed an existing person, so far as necessary for the child’s interest in the event of the child’s subsequent birth. Amends the California Civil Code to state that a child conceived, but not yet born, has life because life begins at conception. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local governments: The net fiscal effect of this measure on state and local expenditures and revenues is unknown because the measure’s scope and impact on existing laws and programs is unclear.
