Description
ABOLITION OF THE DEATH PENALTY. INITIATIVE CONSTITUTIONAL AMENDMENT. Amends the state constitution to abolish the imposition of the death penalty for all state crimes. Provides that the punishment for any crime currently punishable by death shall be life in prison without the possibility of parole. Also provides that the penalty for any crime punishable by the death penalty before the effective date of this initiative amendment shall be life imprisonment without the possibility of parole. Summary of estimate by Legislative Analyst and Director of Finance of fiscal impact on state and local government: The enactment of this measure is likely to result in both savings and costs to the state and local governments. When the full impact is realized, the measure would probably result in net savings to the state of at least several tens of millions of dollars annually and net savings to local governments in the millions to tens of millions of dollars annually on a statewide basis.
